For a service business, a single job at that value against two days of crew time changes the maths on a whole month of advertising. It is why cost per lead is the wrong number to optimise on its own. A handful of the right jobs beats a pile of cheap enquiries.

Why the previous three or four failed

We cannot say for certain, because we did not see inside those accounts. What we see repeatedly in the same situation is a campaign optimised for the cheapest click rather than the most valuable job, which reliably produces exactly what Shane described: traffic from people who were not really looking.
